Phill has extensive experience with managing, planning, designing, and analyzing wastewater treatment and reclamation facilities. His expertise includes biological nutrient removal, membrane bioreactor (MBR) systems, sampling protocol and analysis, disinfection, solids handling, and construction administration. Phill has performed critical tasks for major clients including Fairfax County and Loudoun Water. He served as Project Manager for the design of Loudoun Water’s $76 million expansion of Broad Run Water Reclamation Facility in Loudoun County, Virginia. He joined Hazen in 2010.
