Norm leads major design and capital delivery programs across the western United States. Recently, he has been deeply involved in Southern California’s evolving water landscape—helping utilities and municipalities adapt to drought resilience challenges, recycled water expansion, and infrastructure modernization across the region. Norm’s portfolio spans work with major agencies including the City of Los Angeles Bureau of Sanitation, Orange County Sanitation District, and Metropolitan Water District of Southern California, where he has overseen multi-disciplinary teams delivering high-impact solutions in treatment optimization, stormwater capture, and conveyance design.
