(LOS ANGELES, CA – June 17, 2026) - Hazen and Sawyer has announced that Paul Hauffen has joined the firm as Vice President based in Los Angeles, CA. Paul brings experience at the intersection of water, technology, utility management, and operations across software, systems, engineering consulting, and venture capital. His career includes founding and scaling technology companies, developing new regions and business lines, and driving investment and capital growth strategies. He has specialized in delivering modeling, technical engineering, and software solutions to utility planning, operations, and management challenges, and he has built companies that commercialized and scaled those capabilities as national businesses.

Paul has served as CEO and Board Chair for both an engineering services firm and a software company, ranging from services that apply system models and digital twins for water/wastewater utilities to delivering a cloud-based SaaS and IoT platform for informed utility decision making. Paul led the vision, go-to-market strategy, operations, and fundraising behind these companies, supporting profitable growth and exiting to a publicly traded Fortune 200 company. Paul has served as venture partner for a leading water venture capital fund, advising businesses across the water, government, and construction tech sectors, keeping him at the leading edge of the trends influencing water.

At Hazen, Paul will help the firm advance tech-enabled services, innovation, and market growth initiatives across the U.S. and abroad, including Hazen's Utility Management Solutions in the West. He will draw on his enterprise utility experience to advise and collaborate with utility executives on their most complex challenges, bringing a holistic, inclusive, and integrated business approach. Paul's team will offer advisory support including and not limited to organizational health and strategy, economic and financial solvency, asset and operational sustainability, business processes and information systems, and expert intelligence and operational technology solutions—all with emerging trends and innovation—to help propel Hazen's 75 years of proven professional engineering services into the future.

Paul earned his Bachelor of Science in Civil Engineering from Loyola Marymount University. He serves on both the Digital Twin and Engineering Modeling Committees of the American Water Works Association (AWWA) and has co-authored two AWWA Manuals of Practice, “M32: Water Distribution System Modeling” and “M5: Water Utility Management.” Paul also serves as a judge and mentor for Imagine H2O, the leading global nonprofit water innovation accelerator, supporting startups with mentorship, funding, and market access.
