Program Management

We are working with Jordan’s Zarqa Governorate to manage a Water and Wastewater System Improvements Program that will benefit approximately one million residents.

The City of Miami Beach Right-of-Way Infrastructure Improvement Program consists of the management of seven consultants retained by the City of Miami Beach to plan, design, and permit infrastructure improvement projects within the 13 neighborhoods of the City. We are overseeing 26 construction projects to replace/rehabilitate water distribution, sanitary sewer, stormwater collection and disposal facilities, roadways, and other quality of life enhancements.

Hazen and Sawyer serves as the Lexington-Fayette Urban County Government’s sanitary sewer system Program Manager, assisting the utility with all Consent Decree mandated initiatives.

For the City of Miramar's wastewater program we provided all planning, financing, design, construction activities, start-up and rate setting related to more than eleven miles of transmission mains, rehabilitation of existing pump stations, new regional pump stations, a new wastewater treatment plant, two deep injection wells, reclaimed water treatment works, and a dual distribution system for residential irrigation.

We are managing (in joint venture) a major $2.2 billion program to upgrade the entire Bay Park WWTP on Long Island, including overseeing 20 design contracts (to 30% completion), 17 major construction contracts, and four major sewer construction contracts.

The $230 million Miami Dade Inflow/Infiltration Reduction Program was delivered $4.1 million below the original budget, with minimal change orders.

Watershed CSO planning for Sanitation District No.1 of Northern Kentucky included planning and design services for various projects at the 46-mgd Dry Creek WWTP, including secondary clarifier rehabilitation, influent screening capacity evaluation, biofilter evaluation, aeration basin influent channel aeration/mixing improvements, and belt filter press assistance.

Program Management for Broward County (FL) has included the North Regional WWTP Upgrade, I/I Reduction Program, Sewer System Rehabilitation, Wastewater Transmission System Expansion, and Resource Recovery Contract Administration.

We are developing an asset management program for Jefferson County, Alabama that includes training, SOPs and condition assessment developing decision support tools.

Many of today’s public works programs involve several phases, multiple sites, and lengthy implementation schedules. Add in legal considerations, tight budgets, compressed schedules, environmental issues, and community concerns, and the challenges quickly multiply.

Hazen and Sawyer’s Program Management (PM) group, acting as an extension of your staff, can help you proactively manage these challenging efforts. We’ve applied our expertise to numerous large municipal programs comprised of projects with a common goal, spanning multiple sites, involving dozens of subconsultants, and contracts. We also offer our clients unique value stemming from:

Extensive Experience within Water/Wastewater Utilities A review of published yearly ENR ranking criteria clearly shows that PM services in our core competencies of water and wastewater are routinely being performed by firms that have large construction project credentials, but limited experience within the utilities field. Hazen and Sawyer’ strength, and one of our key differentiators, lies in the depth and breadth of our water and wastewater expertise.

Use of Non-Proprietary and Web-based Software Many large PM firms use customized program management software and document control systems that requires clients to form a dependent link between the client and consultant, ignoring more universally compatible systems. Hazen and Sawyer uses commercially available software and web-based PM document control, offering the maximum future compatibility and the best non-proprietary software solutions to fit a client’s PM needs.

Highly-Specialized Expertise In addition to significant traditional water/wastewater infrastructure Program Management expertise, Hazen and Sawyer has also led the development/delivery of many unique and specialized types of projects, including Computer Control Systems, Ocean Outfalls, Pilot Plant Studies, Financial Rate Studies, and Utility Management Services.
