Gwinnett County Gas-to-Energy Program to Produce Cost Savings
Hazen and Sawyer Design for F. Wayne Hill Water Resources Center
The design/build team of Crowder Construction Company and Hazen and Sawyer was recently awarded the F. Wayne Hill Water Resources Center (FWHWRC) Gas-To-Energy Project by Gwinnett County, GA. This Combined Heat and Power (CHP) project utilizes digester gas to generate power, along with heat recovery to warm the facility’s anaerobic digesters. The project is funded through the American Resource Recovery Act (ARRA), as administered by the Georgia Environmental Facilities Authority’s (GEFA) “Green Project Reserve.”
A 2.1-megawatt (MW) engine generator furnished with a natural gas/biogas blending system will be provided. Natural gas blending will enable continuous operation of the generator even during periods of low digester gas production, maximizing both energy production and return on investment, while minimizing the plant’s carbon footprint.
Heat from the engine generator is being recovered and utilized to heat the facility’s five 1 MG digesters and provisions are included to heat a future fat, oils, and grease (FOG) feed stream. The gas cleaning system is being specifically designed for the biogas quality and flow required by the engine generator set. Six months of digester gas sampling and analyses are being performed to characterize the digester gas quality for an optimized design of the gas cleaning system.
The annual net energy cost savings for the facility are estimated to be about $300,000 at startup flows (30 mgd), and $700,000 at full design capacity (60 mgd influent flow), depending on power and natural gas market prices.
Hazen and Sawyer’s scope of work includes detailed design, permitting services, shop drawing review, periodic on-site construction observation, assistance with startup, and training. The project is anticipated to be complete and operational by the spring of 2011.
