Chesapeake Bay TMDL Phase II Watershed Improvement Plan

The City of Richmond was directed by the Commonwealth of Virginia to prepare local strategies in support of Virginia’s Chesapeake Bay Phase II TMDL Watershed Implementation Plan (WIP). The WIP was requested by the US Environmental Protection Agency to provide planning direction for the Commonwealth of Virginia to reduce nutrients and sediments from entering the Chesapeake Bay by 2025. The Commonwealth’s Draft Phase II WIP states that local strategies are required to be developed by local stakeholders to comply with EPA requests. The Commonwealth’s Final Phase II WIP was intended to incorporate local strategies and resource needs to reduce loads delivered to the Bay.
Many possible strategies were identified by the Commonwealth and EPA. These strategies are reflected in detail within the Commonwealth’s Phase I WIP and EPA guidance documents and generally include treatment of wastewater and implementation of additional best management practices (BMPs) across multiple sectors – wastewater, agriculture, urban/suburban stormwater, onsite (septic) systems, forest lands, and federally owned properties. Furthermore, the Commonwealth’s plan includes provisions for trading of nutrient loadings across these various sectors. The work performed was in support of the City of Richmond’s effort to identify specific strategies that reduce nutrients and sediment from entering the James River and ultimately the Chesapeake Bay while being cognizant that resources are limited, the City desires to optimize existing City owned infrastructure, and that the City has limited authority to impact private property. An analysis was performed incorporating the publicly available Virginia Assessment Scenario Tool (VAST) to evaluate impacts various BMPs would have within the City in relation to the Chesapeake Bay TMDL.
