An Exploration of Various Water Reuse Pathways - The Criticality of Integrated Water Planning

Water reuse is a long-standing and established practice in Virginia, both from a regulatory and operational standpoint. This presentation will discuss the status of water reuse in Virginia, including existing regulations, plausible applications, and associated drivers. Four separate pathways of effluent management will be explored with a focus on the corresponding interrelationships among nutrients, salts, trace organic compounds, energy, and costs. The evaluated pathways will span environmental discharge, nonpotable reuse (e.g., irrigation, industrial cooling), and indirect potable reuse. Interrelationships will be considered from the perspective of both a water resource recovery facility and a reclaimed water end user.

The drivers, treatment requirements, and cyclical relationships specific to each effluent management strategy will be presented. Impacts of each reuse pathway will be discussed in the context of nutrient management and various water quality thresholds of importance, such as those related to reuse applications, reclaimed water economic incentives, and in-plant operations. Lessons learned from three case studies in Maryland, North Carolina, and Pennsylvania will be shared and evaluated within the context of Virginia’s water reuse setting.

Overall, the presentation will highlight the importance of treating water reuse as part of an integrated water supply plan, thus enabling sustainable in-plant operations, compliance with environmental discharge requirements, and multi-optioned reuse.
