The political nature of the 290-mgd Croton Water Treatment Plant project demanded a comprehensive public outreach program, to allay public concerns and ensure minimal construction impacts to the surrounding community.
Many of today’s public works programs involve several phases, multiple sites, and lengthy implementation schedules. Add in legal considerations, tight budgets, compressed schedules, environmental issues, and community concerns, and the challenges quickly multiply.
Hazen and Sawyer’s Program Management (PM) group, acting as an extension of your staff, can help you proactively manage these challenging efforts. We’ve applied our expertise to numerous large municipal programs comprised of projects with a common goal, spanning multiple sites, involving dozens of subconsultants, and contracts. We also offer our clients unique value stemming from:
Extensive Experience within Water/Wastewater Utilities A review of published yearly ENR ranking criteria clearly shows that PM services in our core competencies of water and wastewater are routinely being performed by firms that have large construction project credentials, but limited experience within the utilities field. Hazen and Sawyer’ strength, and one of our key differentiators, lies in the depth and breadth of our water and wastewater expertise.
Use of Non-Proprietary and Web-based Software Many large PM firms use customized document management software that requires clients to form a dependent link between the client and consultant, ignoring more universally compatible systems. Hazen and Sawyer uses commercially available software and web-based PM document control, offering the maximum future compatibility and the best non-proprietary software solutions to fit a client’s PM needs.
Highly-Specialized Expertise In addition to significant traditional water/wastewater infrastructure Program Management expertise, Hazen and Sawyer has also led the development/delivery of many unique and specialized types of projects, including Computer Control Systems, Ocean Outfalls, Pilot Plant Studies, Financial Rate Studies, and Utility Management Services.
Backed by world-class technical skill and managerial experience, our seasoned team provides:
- Planning
- Integrated Support as an Extension of Client’s Staff
- Scheduling and Critical Path Analysis
- Project Website Development
- Financial Management
- Project Standards Development
- Subcontractor Management
- Community Outreach
- Design Services
- MBE/WBE/DBE Support and Development
- Permitting Support
- Reporting for both Project and Regulatory Agencies

We also offer a range of specialized environmental services, with a focus on water and wastewater treatment plants, underwater and offshore pipelines, deep injection wells, and dam rehabilitation programs.
The PM group brings Hazen and Sawyer’s philosophy of decisive, hands-on management to every project. Our client-centered approach is the key to ensuring project success – and, above all, your satisfaction.
