Asset Management Program Implementation – Approach to Affect & Manage Organizational Change

Aligning with an organizational asset management program demonstrates Newport News Waterworks’ (NNWW) commitment to the established mission of a continually changing and evolving organization. Importantly, the heart of the organization is the group of dedicated staff who have committed to a course of action and a specific set of activities that all add up to the daily conduct of the mission and ultimately, toward the achievement of the organization’s vision.

NNWW has developed and adopted a robust and cohesive asset management implementation framework. To develop a best-in-class asset management program that ensures a rational and sustainable CIP while responding to the business needs of both NNWW and its key stakeholders, active engagement and participation of staff is key. Through the implementation of asset management process, NNWW aims to plan, build, operate, and maintain its infrastructure to meet community needs and environmental responsibilities, comply with regulatory requirements, protect public health and safety, respond to customers appropriately, and rethink business practices to ensure efficiency & cost effectiveness for stakeholders while safeguarding the environment.

Newport News Waterworks is a regional water provider, owned and operated by the City of Newport News and serves over 400,000 residents in the Hampton Roads area. NNWW owns and operated two Water Treatment Plants and a distribution network including raw water and finished water pumping infrastructure.

Developing an asset management strategy is one thing, affecting organizational change management is another. This presentation will not only describe innovative approaches for several key initiatives that NNWW is currently implementing as part of their on-going asset management program but also discuss some of the successes and challenges associated with organizational change management that had to be established to enable successful adoption of the asset management program.

Ongoing Asset Management initiatives at NNWW include:
• Condition Assessment – NNWW has developed and implemented a risk assessment methodology across its vertical infrastructure. To facilitate effective adoption of this methodology, NNWW has utilized mobile devices thus improving the efficiency for data collection and management. Rather than the collected condition assessment data reside in a database or multiple spreadsheets with limited exposure and application, NNWW has adopted a business intelligence framework with the use of data analytics tools such as Microsoft Power BI to compile, crunch, and enrich the raw data and convert it into meaningful information that could then directly feed into the Capital Improvement Planning (CIP) as well as the operational optimization process.
• Computerized Maintenance Management System (CMMS) Selection and Procurement – A CMMS is a core asset management enterprise data management system. To compile and consume all the data generated as part of the asset management program (i.e. condition assessments, work order management, etc.), NNWW is in the process of procuring a CMMS solution that will be meet their specific needs. Given the plethora of CMMS solutions currently in the market place, NNWW has adopted a “business-driven technology-adoption” approach by establishing business requirements that will meet their needs for the proposed CMMS solution.
• Other near term asset management initiatives include: – The development of a CIP planning and prioritization process that will ensure a sustainable CIP that will be able to respond and meet NNWW levels of service. – Review and optimize NNWW preventive maintenance program through the adoption and integration of reliability centered maintenance framework.

Outcomes and Program Status
Major accomplishments achieved through the implementation of the asset management program include:
• Developed and implemented a condition, criticality, and risk assessment methodology
• Reviewed and updated the asset data register to incorporate all assets
• Adopted mobile devices for data collection and management
• Developed business requirements for the procurement and selection of a suitable CMMS solution
• Leveraging existing technology to actively and continuously track and report performance
• Implementing change management procedures to enable and empower staff to adopt the new methodology

The focus of this presentation will be on the results and the benefits generated through the implementation of the NNWW asset management program with emphasis on the successes, lessons learned, and challenges associated with organizational change management that was necessary to facilitate successful adoption of asset management with NNWW.
