Diamond Award for the Paerdegat Basin CSO Facility

Stored CSO is pumped to the sewer system for eventual treatment at the Coney Island WWTP, thus abating 70% of all CSO discharges and significantly reducing pollution. A portion of the stored CSO is retained in the tanks and used to flush the tank bottom after pump-back, reducing the amount of water usage and energy consumption required to maintain the facility.

In an effort to make the facility odorless, the NYC DEP has committed to 24-hour operation of the odor control system. The DEP has provided multiple improvements to the local community with the odor control system, abatement of CSO discharges, and dredging in the basin.

The facility’s influent channels were designed to ensure that their construction and connection would not eliminate the vital existing overflow outfalls.

(NEW YORK, NY – March 26, 2012) – The American Council of Engineering Companies – New York has bestowed the 2012 Diamond Award on the construction of the Paerdegat Basin CSO Facility in Brooklyn.

Hazen and Sawyer designed and constructed the CSO Facility, which consists of four underground storage tanks, multi-path influent channels, and three conjoined process buildings. During construction, numerous challenges were overcome, including limited access for dredging equipment, and careful sequencing to ensure maintenance of existing facilities in full operation during construction. The design includes complete remote automation, minimizing the need for onsite operating staff, saving $1.6 million/year.

With its completion on March 29, 2011, the Facility was placed online, enabling the DEP to provide up to 50 million gallons of storage and handle flows up to 3 billion gallons per day while reducing CSO discharges to the Basin by 70%. In completing the construction of the Paerdegat Basin CSO Facility, NYCDEP achieved its goal and met the State’s consent order, reducing discharges and improving Basin water quality.

In addition to significantly improved water quality in the Basin, green infrastructure integrated into the public space provides residents with beautified public access to the Basin, replaces abandoned and un-navigable areas, restores native species habitats, and affords new public spaces.
