2013 Florida Institute of Consulting Engineers (FICE) Grand Award Winners Announced

The innovative C-51 reservoir will both recharge a surface aquifer and reduce stormwater discharges to a nearby lagoon.

(HOLLYWOOD, FL – January 14, 2014) – Two Hazen and Sawyer-led projects were recently recognized as 2013 Florida Institute of Consulting Engineers (FICE) Grand Award winners.

The two projects honored were the Miami-Dade Water and Sewer Department upgrade of the South District Wastewater Treatment Plant (SDWWTP) and the C-51 Reservoir public-private partnership (P3) in Palm Beach County.

The SDWWTP upgrade ensured that effluent meets reclaimed water High Level Disinfection (HLD) standards (in addition to primary drinking water standards) and increased the capacity of the SDWWTP nearly 30% (from 225 to 285 MGD). The program resulted in one of the largest HLD facilities, and the largest on-site hypochlorite generation (OSHG) facility, in the U.S. Some of the effluent is reclaimed for on-site irrigation and in-plant service water, and up to 90 mgd is planned for future reclamation as cooling water at the FPL Turkey Point facility. The plant was successfully placed in service about 15 months ahead of schedule and approximately 10% under the $618 million budget.

To achieve sustainable water supplies and serve a growing population, seven water utilities in South Florida collaborated to investigate the potential to harvest and store stormwater currently lost to tide and use it to recharge the surficial aquifer. The stored water in the C-51 Reservoir will represent “new” water in the regional inventory and will be used to recharge the surficial aquifer, enabling water utilities to extend their existing water source and provide a cost-effective water supply to south Florida residents. The nearby Lake Worth Lagoon also benefits because the reservoir will reduce environmentally harmful stormwater discharges into this sensitive estuarine ecosystem. Other benefits include a lower carbon footprint relative to other water sources and the ability to mitigate saltwater intrusion as the sea level rises. Hazen and Sawyer, in association with Federico, Lamb & Associates, conceptualized and evaluated this innovative reservoir project.

FICE’s Engineering Excellence Awards (EEA) recognize firms in Florida for their original or innovative applications to complex projects and studies. This year, one honor and 15 grand awards will be awarded at the 98th Annual Summer Conference and Exposition’s FICE Banquet, held August 8, 2014 at the Marco Island Marriott. One grand conceptor award winner will be chosen from the grand awards as the overall best engineering project from the state of Florida. This recipient will be announced during the banquet.
The judges rated projects and studies on the basis of uniqueness and innovative applications; future value to the engineering profession; perception by the public; social, economic, and sustainable design considerations; complexity; and successful fulfillment of client/owners’ needs, including schedule and budget.
